Job Description

The Senior Vice President of Youth & Government will, with the support of senior program leadership

team, increase the Y's impact and footprint across the state, through strategic leadership and targeted

partnerships. In alignment with the Y's Center for Community Well-Being strategy framework, the SVP of

Youth & Government will supervise, develop, and implement a full range of curriculum, programming,

services, partnerships, and community outreach to support to achieve both youth development and

Association strategic goals and provide outstanding programming to all program participants, partners,

and other stakeholders.

The SVP of Youth & Government will be responsible for the development and implementation of program

strategy based on association strategic plan goals and oversite of the Program’s operating budget and

financial goals. This position provides direction, measurement, and accountability to Association initiatives

and goals within the Y's Center for Community Well-Being strategy framework, participant engagement,

and participant retention. Additionally, the SVP of Youth & Government will work with Center leaders and

leaders in outside Associations and branches to ensure the successful execution and growth of the

programs. This role will directly supervise the Executive Director of Cal Y and work collaboratively with

internal and external stake holders to measure and strengthen program outcomes and uphold the YMCA’s

youth development strategy. This position will be a contributing member of the Y's youth development

strategy leadership team, consisting of executive staff who oversee early learning, preschool, teens, youth

sports, and other youth-focused programs at the Y.

Qualifications
  • EDUCATION:
    • Bachelors or Masters in Public Administration, Education, Nonprofit Management or other related fields OR equivalent demonstrated success in a similar role and program.
  • RELATED EXPERIENCE:
    • 10+ years of leadership experience in youth development, civic education, nonprofit management or another related field.
    • Proven track record in strategic planning, program management and expansion, budget management and fundraising.
    • Experience working with government officials, policy makers, policy advocacy, legislative affairs, and community stakeholders.
    • Strong knowledge of civic engagement, leadership training, and experiential learning.
    • Proven ability to manage complex programs with multiple stakeholders at a statewide level.
Essential Functions

Strategic Operations & Program Development:

  • Strategically lead the YMCA's Youth & Government Program; including reviewing/developing a strategic vision for Youth & Government, ensuring alignment with the Association’s mission and strategic goals.
  • Oversee curriculum development and program innovation to enhance civic engagement, leadership skill development and real-world learning experiences for youth participants.
  • Effectively communicate program details to necessary departments, oversee quality control and alignment with youth development goals, and lead initiatives to create nurturing, particpant-centered environments with volunteers and staff involvement.
  • Oversee the distribution of ongoing program member evaluations and surveys to ensure that high levels of quality in programs are maintained at all times; ensure outcomes align with the community's needs and the Y's strategic plan.
  • Build strong relationships with schools and the community, evaluate program quality and needs, and collaborate with school administrations, districts, board members, and community organizations to advance the Y's mission and maximize Youth & Government’s impact on youth development.
  • Ensure program integrity, growth, and relevance by staying informed of youth development trends, legislative processes and best practices in civic engagement.
  • Develop and execute strategies to ensure engagement and program access that supports the Association’s commitment to inclusive programming, equity, and diversity.
  • Maintain a commitment to safety through regularly scheduled and documented on-site safety inspections at events and programming. Ensure that standards for safety and risk management are met.
  • Partner with the Risk Management Team to ensure safe delivery of programming at event sites.
  • Review high-level incident reports, evaluate, and take appropriate action. Maintain a commitment to safety through regularly scheduled and documented on-site safety inspections and event safety planning guides.
  • Establish procedures, quality assurance measurements and practices, in alignment with Association policies and procedures, to ensure program excellence and operational efficiency.

Staff Leadership:

  • Work with the Cal Y team to ensure they have regular oversight statewide programs and complete evaluations on the program, staff and volunteer staff. Review evaluation and ensure that plans of correction of developed, if needed.
  • Develop and support a strategy around staff recruitment and hiring. Provide direct supervision to department staff and volunteers, assuring that all staff and volunteers are qualified, certified, and meeting minimum performance standards for their position.
  • Work with your team to ensure that monthly department cluster meetings and staff training are planned and executed. Design, co-create, or partner with a third party to facilitate professional development opportunities, and execute ongoing training for staff through various meetings, courses, workshops, and regional events, including youth development summits and conferences.

  • Lead and mentor the Executive Director and other leadership staff, ensuring strong leadership and execution of programming.
  • Build and develop a high-performing team, fostering a culture of collaboration, innovation, and accountability.
  • Work with and communicate with a wide range of internal constituents including Board Members, Executive Leadership, senior management, program staff, finance staff, and volunteers.
  • Ensure current records are maintained for all staff that require certifications and keep copies on file. Ensure that all job descriptions and performance standards are accurate, current, and on file for all employees

Community Engagement:

  • Create opportunities (events, initiatives, activities) for the Y&G community to engage with and at the Y and further the Y's Center for Community Well-Being strategy framework.
  • Identify program volunteer positions and assist with identifying, recruiting, and tracking program volunteers.
  • Support youth development events and initiatives as a contributing member of the team, such as the Y’s Girls Empowerment Day, Young Men’s Empowerment Day, and other large-scale events.
  • Explore, develop, and strategize other ways for the organization to engage youth in civic engagement programs.
  • Cultivate strong relationships with government agencies, policymakers, educators, and community leaders to advance the program’s impact and provide innovative engagement opportunities for program participants.
  • Serve as the primary leadership for Youth & Government, advocating for youth civic engagement, leadership development, and equitable access to the program.

Fiscal Management:

  • Develop and manage annual operating budgets for all programs, achieve financial goals, complete monthly forecasting, and monitor budgets with variance analysis and expense control.
  • Work closely with the Y's finance team to ensure that 3rd party funding is managed appropriately. Prepare and submit reports and documentation as required.
  • Oversee department spending and obtain authorizations accordingly.
  • Develop and support year-round fundraising programs, including donor relations, grant opportunities, and special event sponsorships.
  • Maintain good rapport with current and future funders, including updates throughout the year, program tours, etc.

Administrative:

  • Attend staff meetings and trainings as required.
  • Uphold YMCA policies for safety, supervision, mandated reporting and risk management.
